Dear All,

Technology Depository Agency (TDA) has always been diligent to ensure a safe and healthy environment to all employees and stakeholders, complying to the COVID-19 Standard Operating Procedures (SOPs) by Ministry of Health (MoH).

Despite the efforts and safety measures being taken, TDA sadly confirms that one (1) of our employees had been tested positive for COVID-19. The employee is currently under quarantine and receiving treatment at Government medical facilities. We would like to invite all to join us praying together for the speedy recovery of our employee.

Following the positive case, detailed contact tracing is being carried out by MoH, assisted by TDA’s COVID-19 Task Force to identify, and inform those who had close contact with the affected employee. Identified close contacts are being contacted by MoH for further advice and action.

TDA has taken proactive measures to mitigate further spread of the virus and keep our stakeholders, staff, and communities safe. Our office is currently closed for 14 days to facilitate thorough disinfection and sanitisation procedures in accordance with the guidelines set by the Ministry of Health (MoH).

In ensuring continued services to all of our stakeholders, TDA hereby immediately activates Work From Home (WFH) arrangement for 14 days, starting from today until 3rd of November 2020. Our employees are always dedicated in providing the best of services and and will attend to your needs using online communication channels and other productivity tools.

TDA would like to take this opportunity to remind everyone to practice safe hygiene at all times, keep safe social distance wherever applicable and always adhere to the COVID-19 SOPs advised by the Government. Stay strong, and together we will win this fight against COVID-19.

Part I

Industrial Collaboration Program (ICP) is a value-added program leveraging on national procurement to support the local industry and technology development needs in contributing to the national economic growth. It is a program that designed to speed-up and maximise economic growth from an infrastructure investment.

Infrastructure investment is a critical factor in the growth and wealth of a country, enabling industries to produce goods and services more efficiently. Infrastructure investment can be grouped into three types:

  1. Structures: Water systems, highways, bridges, building etc.
  2. Equipment: Computers, machineries, military hardware etc.
  3. Intellectual property: Software, pattern, research, development etc.

In relation to the overall economic output, increased infrastructure spending by the government is generally expected to result in higher economic output in short-term by stimulating demand and in the long-term by increasing overall productivity. Increased in economic output imply an additional circulation in the economy thus expected to have subsequent effects on employment and income to households, profit to firms and revenues to the government.

Economic impacts of infrastructure investment can be measured in short-term and long-term. The difference between short-term and long-term impacts can be illustrated in Figure 1 below.

To relate the benefits of ICP to national economic growth, the assessment on the impacts of ICP on Gross Domestic Product (GDP) was carried out. TDA in collaboration with researchers from Institute of Agricultural and Food Policy Studies (IKDPM), Universiti Putra Malaysia had initiated a joint research to measure the economic impacts of ICP programs.

This assessment measures the economic impacts of three major ICP procurements namely MRT Sungai Buloh-Kajang (SBK) Line by Malaysia Rail Transit Corporation (MRT Corp), Manjung Five Power Plant by TNB and Sistem Bisnes Utama (SBU ICT) by Kementerian Dalam Negeri. In total, the analysis covers eight (8) programmes and 48 projects that have been completed until 2018. Figure 2 presents the list of programmes and number of projects for each procurement.

MRT Corp, 4 Sept 2020- TDA paid a courtesy visit to the newly appointed Chief Executive Officer (CEO) of Mass Rapid Transit Corporation Sdn Bhd (Mrt Corp), YBhg. Datuk Mohd Zarif Mohd Hashim at his office in Bukit Damansara.

TDA's CCEO, En. Azrizal Marzaki led the visit to welcome YBhg. Datuk Zarif to his position and to update on the current progress of ICP projects under MRT Corp.

This visit was also meant to set up concurrently with the preparation of the ICP Committee (IC) meeting which will take place soon.

Putrajaya 4 Sept 2020- TDA was honoured to to be invited to SIRIM Industrial Research Advisory Council (IRAC) as an advisory council member.

The invitation was given by Ir. Dr. Mohammad Jamil Sulaiman, the Vice President of SIRIM Industrial Research during his courtesy call to TDA CCEO’s Office along with briefing on the functions and roles of the advisory council.

The advisory committee is to support national agenda and industrial technology development for the country which is very inline with TDA’s own initiative to promote national economy and technology growth through ICP implementation.


MOF, 3 Sept 2020 – A courtesy call to the office of Deputy Secretary General of Investment, Pn Anis Rizana was made by TDA last Thursday at the Ministry of Finance (MOF).

The session was led by Encik Azrizal Marzaki, Covering Chief Executive Officer (CCEO) of TDA, alongside Pn Anisah Seleman, Head of Programme Operation Division (POD) to brief on TDA and ICP’s headway and apprises.

Pn Anis has made such great remarks during the session on how TDA shall position their importance in the nation as well as the ability to sustain its significance and survival for the coming years.

TDA was honoured to be able to have the opportunity and greatly motivated to strive better for the benefit of the nation’s interest.


Prasarana, 2 Sept 2020 - TDA made a courtesy call to Prasarana CEO's office to brief on the current progress of ICP projects under Prasarana.

En. Muhammad Nizam Alias as the new President and Chief Executive Officer of Prasarana Malaysia Berhad commended TDA as an important agency responsible to propel local economy and technology growth through ICP policy.

Nizam also mentioned that he is most interested with Transfer of Technology (ToT) aspect of ICP and wish to see more ICP projects capable of bringing new technology into our local market scene.#prasarana#tdaberhad#icp#ToT

MOHE, 2 Sept 2020- TDA had the opportunity to pay a courtesy call to the office of Director of Community and Industry Collaboration Division, Ministry of Higher Education (MoHE), YBrs. En. Mohd Sharil Bin Abdullah to discuss on the potential collaboration that can be reached between TDA and MoHE as a platform to pursue a collaboration between academia and TDA in the three main areas which are, R&D&C, Human Capital Development (HCD) and Transfer of Technology (ToT).

On this note, the Director highlighted on Graduates Employability (GE) which is the priority of the Higher Education to address the unemployment of graduates in Malaysia that seems bleak.

The head of Industry Intelligence (II), En. Anuar Mohd Noor who led the visit acknowledged the key points by MoHE and will work on this collaboration effectively and strategically.




JPN, 1 Sept- TDA made a courtesy call to the office of Director-General of Jabatan Pendaftaran Negara (JPN), YBhg. Dato' Ruslin Bin Jusoh at his office in Putrajaya.

The session also attended by YBhg. Dato' Haji Saadon Bin Othman, Deputy Director General of JPN (Management) and YBrs. Tuan Haji Jasri Bin Kasim as the Deputy Director General of JPN (Operations).

The courtesy call was led by Puan Anisah Seleman, Head of Programme Operation Division (POD) to brief the Top Management of JPN on the ICP initiatives involving JPN as well as the direction of ICP in spurring the development of industry and ICT Security and Local Documents Security as the core operations of JPN.

TDA also wishes to assist JPN to strengthen their internal experts' skills and capabilities in ICT and Documents Security through technology/knowledge transfer and also Human Resources Development programmes that could be achieved through current and future procurement.




UPNM, 28 August- TDA paid a working visit to Universiti Pertahanan Nasional Malaysia (UPNM) led by En. Azhar Mohd Said, Head of Industry Development and Advisory Division (IDAD).

The main purpose of the visit was to study and explore potential collaborations specifically in the defence and security area as their capabilities and capacity in the respective industry.

Along the visit, YBhg. Prof Emeritus Dato' Dr. Tengku Mohd, Deputy Vice Chancellor of UPNM presented and shared about the success stories and achievements of UPNM to TDA delegates.


TDA menyokong penuh usaha kerajaan untuk menyemai semangat patriotik melalui sambutan Bulan Kemerdekaan 2020.

Hari ini seluruh warga kerja TDA bekerjasama menghias ruang pejabat TDA dengan jalur gemilang sempena Kempen Kibarkan Jalur Gemilang.
