Assalamualaikum and good morning,

  1. Firstly, I would like to take this opportunity to congratulate Polytechnic Port Dickson for successfully organizing this event which will be very useful not only to the fellow lecturers and students here, but would also benefit the industry players / private sectors mainly those in the railway industry.
  1. Secondly, I believe it is still not too late for me to wish all the best to YBrs. Encik Roslee Yahya on his recent appointment as the Director of this Polytechnic beginning 1st March 2017. Congratulations on this new role.

Ladies and Gentlemen,

  1. For the benefit of everyone present here today, let me begin by giving some introduction about TDA. As the saying goes, “Tak kenal, maka tak cinta”. The Technology Depository Agency Berhad also known as TDA, is an agency established under the purview of Ministry of Finance (MOF) to ensure the implementation of Industrial Collaboration Program (ICP) in Malaysia in accordance with the ICP Policy and Guidelines. The strategic intent of ICP is to maximise and develop potentials of local industry leveraging on Government’s procurement in support of Malaysian economic growth.
  1. To date, TDA is managing a total of 55 ICP Programs triggered from various Government procurement worth about RM49.2 billion to the extent of 2020 – 2021. Currently about 7 programs have been completed and has registered about RM5.134 billion worth of ICP Credit Value or ICV contributing to our economy. This ICV varies on different ICP projects based on its level of impact and effectiveness in enhancing local capability. At the moment, it can be concluded that for every one Malaysian Ringgit (RM1) spent on procurement, the Government is getting the returns of about RM5.48 in the form of quality investments, job creations and human capital development, technical enhancements and technology transfer.
  1. Moving towards 2021, it is targeted that these ICP projects will create more than RM68 billions of economic return to the country. Although this seems quite challenging under current economic uncertainties, the target is achievable provided there are continuous support from the Government, ministries, agencies, local industry players and ICP recipients. Therefore, it is vital for every single stakeholder to work as a team to create the effective collaborative platform in moving towards our common goals.

Ladies and Gentlemen,

  1. Today, the development of rail industry in our country – which has been in existence for more than 130 years, faces a number of challenges and opportunities. It is envisaged that by 2030, Malaysia rail industry will be developed to a level that it could create good and sustainable businesses, capable of satisfying the local demand to support the national rail transportation needs; and would become one of the global players working together with other major players, optimising the use of indigenous resources and technologies.
  1. To cite some progress, just recently on February 28th this year, our country marked one of the milestones in achieving the aspiration under the ICP implementation. The collaboration between Meidensha-Meiden Malaysia Joint Venture Sdn. Bhd. (MMJV) and Keretapi Tanah Melayu Berhad (KTMB), has delivered an ICP Project that involves technical and know-how transfers between the two (2) parties. This project will also assist in developing the competitiveness of KTMB in increasing productivity and cost saving particularly in the area of maintenance support. I am also proud to note that KTMB is the first in Malaysia to receive and apply the Catenary Eye System technology in its daily and routine operation.
  1. In the blueprint of MOHE 2015-2025, TVET Key initiatives include:
    1. Enabling industry to lead curriculum design and delivery through new partnership models and lifting the quality of delivery through increased apprenticeship, hands-on training, real-life simulations, and specialised employer training programs
    2. Enhancing coordination across the Ministry’s various TVET providers to eliminate duplication of programs and resources, enable greater specialisation in areas of expertise, and improve cost efficiency
  1. It is delightful to note that ICP has succeeded in providing vast opportunities for smart collaboration between OEMs and the procuring countries to tap their respective area of experts. Leveraging on the ICP implementation, the Rail Center of Excellence (RCOE) is a program structured to enhance the competency development of local rail industry specifically in the area of education and training. For this particular program, it involves CRRC, China, Thales, France and the Government of Malaysia, initiated under 10 sets ETS & AV8 procurement program by Ministry of Transport (MOT) & Ministry of Defence (MINDEF). It was formally initiated in 2014 and the agreement was signed on 15th April 2016 between CRRC, Thales Communications System, KTMB (MyRA) and TDA Berhad.

Ladies and Gentlemen,

  1. This will be the pioneer project where a local entity is able to conduct the training program for Rolling Stock and Signaling & Communications for main line in Malaysia as opposed to us using trainers and modules from a foreign training center.
  1. With these rapid development and bright prospects of our local rail industry, I wish to reiterate that it is more important than ever to ensure that we nurture and develop the right human capital and skilled workforce supported by the necessary infrastructure. TDA will continue to facilitate the development of our local rail industry through ICPs in the area of infrastructures, Research, Development & Commercialisation (R&D&C) and local industry development programs; to create an efficient, economical and safe rail-based transport system.
  1. Before I end, I would like to express my hope that our efforts to support and develop our nation’s economy will continue beyond this event. I wish all of us a success and do come and visit the TDA booth at the exhibition area later.
