Pahang – PMF Development Workshop with MOF, MINDEF, KDN, KPDN & Government Agencies Nationwide

TDA, together with the Ministry of Finance (MOF), Ministry of Defence (MINDEF), Ministry of Home Affairs (KDN), Ministry of Domestic Trade (KPDN), as well as government agencies across Malaysia, successfully organised a Performance-Based Contracting (PBC) Workshop.

This initiative not only served as a constructive two-way dialogue but also gathered valuable insights and input towards developing a more robust, competitive, and suitable Performance Management Framework (PMF) for the implementation of the Central Contract for the Supply and Delivery of Various Small Arms Ammunition to government agencies nationwide.

TDA highly values the close collaboration of all ministries and agencies involved in ensuring the success of this workshop. The strategic partnerships established are expected to act as a catalyst for the success of the PBC contract, while further strengthening the government procurement transformation agenda.

Pahang – PMF Development Workshop with Joint Force Headquarters (MATB)

TDA, together with the Joint Force Headquarters (MATB), conducted a PBC Workshop. This initiative not only created a platform for two-way dialogue but also successfully gathered valuable input to develop a stronger and more competitive Performance Management Framework (PMF).

The workshop also emphasized the importance of establishing a practical and relevant PMF as a critical foundation for the implementation of the Performance-Based Contract (PBC) for the related contract.

TDA is pleased with MATB’s collaboration in this effort and remains optimistic that the strategic partnership will serve as a catalyst for the success of the PBC contract, while further strengthening the government procurement transformation agenda.

Pahang, August 2025 – PMF Development Workshop with MOH and NDO

A PBC workshop was held with officials from the Ministry of Health Malaysia (MOH) and the National Digital Department (NDO). The session served as a platform to exchange views and gather valuable input towards designing a more sustainable and effective Performance Management Framework (PMF).

The main focus of the workshop was to develop a competitive and relevant PMF framework to support the implementation of the Maintenance and Operation Services for the MySejahtera application.

TDA is honoured to have organised this workshop and is confident that close collaboration with MOH and NDO will continue to be strengthened in ensuring the successful implementation of PBC contracts, while contributing positively to the government procurement transformation agenda.

Kick-off Meeting for the EV Bus ICP Program

Cyberjaya, September 2025 – Kick-off Meeting for the EV Bus ICP Program

The Kick-off Meeting for the EV Bus (Large) ICP Program was held with the participation of TDA-IMU Prasarana, the Prasarana ICP Team, Prasarana CAPEX Bus, Rapid Bus Sdn Bhd, as well as a Consortium comprising Pengangkutan Era Mesra Anak-Anak Perak Sdn Bhd, Deauto Industries Sdn Bhd, and Beiqi Foton Motor Co. Ltd. The meeting served as an important platform to introduce the ICP program and align all stakeholders on its implementation and objectives.

The session began with an introduction to TDA and its role in overseeing ICP initiatives, followed by details on the EV Bus (Large) ICP Program. The Consortium also presented potential ICP project proposals, where stakeholders were invited to share views, provide feedback, and contribute ideas to strengthen and enhance the proposed ICP projects.

As a result of the meeting, the Consortium gained clearer insights into TDA’s expectations, ICP implementation methods, and the collaborative approach required in shaping impactful project proposals. This engagement successfully laid a solid foundation for the further development of ICP projects under the EV Bus (Large) ICP Program, while strengthening cooperation among all involved parties.

Negeri Sembilan – PMF Development Workshop with KDN and APMM

A PBC workshop was held with officers from the Ministry of Home Affairs (KDN) and the Malaysian Maritime Enforcement Agency (APMM) to exchange insights and provide valuable input in developing a sustainable and effective Performance Management Framework (PMF).

The workshop aimed to develop a competitive and suitable PMF for the implementation of the Integrated Maintenance and Logistic Support Services for the AW139 aircraft owned by the Malaysian Maritime Enforcement Agency.

Kuala Lumpur, August 2025 – Courtesy Visit by TDA CEO and MOF Representative to Deputy Chief of Army

Dr. Sharoul Jambari, Chief Executive Officer (CEO) of Technology Depository Agency (TDA) Berhad, together with a representative from the Ministry of Finance (MOF), Special Army Officer to MOF Colonel Wan Rohizan, paid a courtesy visit to the Deputy Chief of Army (TPTD), Lieutenant General Dato’ Tengku Muhammad Fauzi bin Tengku Ibrahim.

During the meeting, TDA shared the successful implementation of six (6) maintenance, repair, and overhaul (MRO) contracts through Performance-Based Contracting (PBC) for the Malaysian Army’s key assets. These contracts covered three armored vehicle MROs — Adnan, Gempita, and Pendekar — as well as three aircraft MROs, namely the MD530G and A109 LOH.

The PBC approach has proven effective in enhancing the management capability of national defense assets. It also ensures the adoption of governance best practices in government procurement, thereby strengthening prudent and high-impact public financial management. The Deputy Chief of Army welcomed this approach, while TDA reaffirmed its commitment to continue supporting the government’s agenda in expanding the implementation of PBC as a strategic approach to deliver the best value to both the government and the people.

Also present at the session were Major General Dato’ Ts Muhamad Syafiq Poh, Commander of Army Logistics Command, and Brigadier General Mohd Zaki Abu, Director General of the Army Aviation (PUTD).

Dr. Sharoul Jambari, Chief Executive Officer (CEO) of Technology Depository Agency (TDA) Berhad, paid a courtesy visit to YBhg. Dato’ Hairil Yahri Yaacob, Secretary-General of the Ministry of Investment, Trade and Industry (MITI), to discuss a collaborative initiative — a centralized national technology database developed based on MITI’s Biz4WRD system, aimed at identifying and empowering local technology companies.

The Secretary-General also emphasized the key focus sectors where this database could drive technological and industrial growth, including the automotive (EV) industry and the aerospace sector.

This project is not merely about establishing a database; it is about building a strong innovation network and fostering win-win collaborations. With the combined efforts of MITI and other agencies, TDA is confident that this initiative will deliver national benefits and help shape a more competitive and well-connected industrial future.

The Malaysian PBC Practitioner Workshop (MPPW) 2025 was successfully held and officiated by YBhg. Dato’ Hajah Norison binti Ramli, Secretary of the Government Procurement Division (SBPK), Ministry of Finance Malaysia. The launch was witnessed by YBrs. Dr. Sharoul Jambari, Chief Executive Officer (CEO) of Technology Depository Agency (TDA) Berhad, alongside representatives from ministries, departments/agencies, and the media.

The workshop provided an avenue for government agencies to share experiences, identify challenges, and offer feedback that will help improve future policies under the Ministry of Finance. It also emphasized the importance of inter-agency collaboration to ensure that contracts deliver efficiency and long-term benefits to the public.

This workshop has become an important platform for government procurement engagement through the Performance-Based Contracting (PBC) approach.

TDA Shares Insights on Performance-Based Contracting with MINDEF

Johor Bahru, August 2025 – TDA Shares Insights on Performance-Based Contracting with MINDEF

Technology Depository Agency (TDA) Berhad, represented by Ms. Marsitah Mansor, Head of Strategic & Government Affairs, was invited by the Ministry of Defence (MINDEF) Procurement Division to deliver a briefing on PK 1.8, Performance-Based Contract (PBC).

Held in conjunction with the Procurement Management Workshop, which gathered all PERO 1 to PERO 8 units, the session highlighted the Ministry’s role in driving PBC implementation. TDA presented the concept, methodology, and best practices of PBC, drawing from its experience in developing over 88 government contracts under this approach. Notably, more than 28 PBC contracts have already been successfully executed under MINDEF, demonstrating measurable improvements in efficiency, transparency, and value for money.

TDA expressed its sincere appreciation to MINDEF Procurement Division for the invitation and strategic collaboration. This engagement marks another significant step towards strengthening governance and enhancing the effectiveness of government procurement processes.

Selangor, August 2025 – TDA Delegation Visits STRIDE

Representatives from Technology Depository Agency (TDA) Berhad conducted a visit to the Science & Technology Research Institute for Defence (STRIDE). The primary objective of this visit was to assess STRIDE’s capabilities and explore potential areas of collaboration. STRIDE, an institute under the Ministry of Defence (MINDEF), provides technical support and scientific expertise to MINDEF, particularly to the Malaysian Armed Forces (MAF).

STRIDE’s services include research and development (R&D), failure analysis of components, materials and equipment, laboratory and field testing, as well as measurement and inspection. Through this engagement, TDA identified several key areas for potential collaboration, including courses on pyrotechnics, development training for Ballistic Firing Tables, ammunition monitoring for lifecycle assessment, environmental testing, and standards compliance.

This visit has provided TDA with valuable insights into STRIDE’s capabilities while opening up avenues for mutually beneficial strategic collaboration.
