Who does TDA work with?

TDA works with ministries, Government agencies, statutory bodies, local companies, industry partners, technology providers, research institutions and other relevant stakeholders.

Is TDA a procurement agency?

Industrial Collaboration Programme (ICP)

8 questions
What is the Industrial Collaboration Programme (ICP)?

ICP is a Government programme linked to eligible strategic procurements. It is designed to create additional value for Malaysia through areas such as technology transfer, capability development, knowledge sharing, local industry participation and market access.

Why is ICP important?

ICP helps ensure that strategic Government procurement creates benefits beyond the purchase itself. The aim is to build local knowledge, skills, technology and industrial capabilities that can continue to benefit Malaysia over the long term.

When does ICP apply?

ICP applies to Government procurements that meet the requirements and value thresholds set out in the applicable Ministry of Finance policy and guidelines. The procuring agency should refer to the latest ICP policy requirements when planning its procurement.

What is an ICP Provider?

An ICP Provider is the party responsible for delivering the agreed ICP commitments as part of the procurement. Depending on the project, this may include technology transfer, training, local participation, research collaboration or other approved activities.

What is an ICP Recipient?

An ICP Recipient is an eligible local organisation selected to receive the benefits of an ICP project. This may include a local company, Government agency, institution, university, research organisation or other eligible entity, depending on the project.

What kind of benefits can ICP create?

ICP benefits can include technology and knowledge transfer, skills development, local content, research and development collaboration, industry capability building, access to new markets and other outcomes approved under the programme.

How is ICP governed?

ICP is implemented through a structured governance framework involving the Ministry of Finance, relevant committees, procuring agencies and TDA. This helps ensure that proposed projects are assessed, monitored and verified before they are recognised as completed.

How does TDA ensure that an ICP project delivers what was promised?

TDA supports the monitoring and verification of approved ICP commitments throughout the programme. Progress, deliverables and agreed outcomes are reviewed against the approved plan and applicable ICP requirements.

Performance-Based Contracting (PBC)

4 questions
What is Performance-Based Contracting (PBC)?

PBC is a contracting approach that focuses on the results or level of performance that must be achieved, rather than only the activities carried out. In simple terms, the contract places greater emphasis on whether the required outcome is delivered.

How is PBC different from a conventional contract?

A conventional contract may focus heavily on the work performed, parts supplied or services completed. PBC places greater emphasis on measurable performance and agreed outcomes, with the contractor expected to meet clearly defined performance requirements.

Where can PBC be used?

PBC can be considered for suitable Government procurements, particularly where performance can be clearly measured. The applicable Ministry of Finance policy and guidelines should be referred to when determining whether PBC is suitable for a procurement.

What is TDA’s role in PBC?

TDA serves as a reference and support point for PBC implementation. We provide guidance and technical support to Government agencies in understanding, planning and implementing PBC in line with the applicable policy and guidelines.

Working with TDA

4 questions
I am from a Government agency. When should I engage TDA?

It is best to engage TDA early, particularly during procurement planning. Early engagement allows ICP or PBC requirements to be considered before the procurement structure and tender documents are finalised.

I am an industry player. Can I approach TDA about ICP?

Yes. Industry players may contact TDA to understand ICP requirements and the relevant process. However, participation in a specific Government procurement remains subject to the applicable procurement rules, programme requirements and evaluation process.

Does participating in ICP guarantee a Government contract?

No. ICP participation does not guarantee the award of a Government contract. Government procurement decisions remain subject to the applicable procurement rules, requirements and approval processes.

Can TDA help local companies gain new capabilities?

ICP can create opportunities for eligible local organisations to build capabilities through approved projects such as technology transfer, training, knowledge sharing, local content development and strategic collaboration. Participation depends on the needs and requirements of each programme.
