A courtesy visit was conducted by representatives of Technology Depository Agency (TDA) Berhad to the Deputy Director General (Management) of the Royal Malaysian Customs Department (RMCD), YBrs. Tuan Abu Bakar @ Salleh bin Jambol. The session aimed to introduce the background of TDA and the implementation of the Industrial Collaboration Programme (ICP) under PP/PK 1.7.

Through this engagement, TDA shared its roles, achievements, and the applicability of ICP to RMCD. This initiative also reflects ongoing efforts and potential strategic collaborations to strengthen value creation in government procurement involving the department.

Johor, August 2025 – Visit to A2Tech Sdn. Bhd. to Explore Technological Developments

Representing Technology Depository Agency (TDA) Berhad, the IAD unit conducted a visit to A2Tech Sdn. Bhd. to explore the company’s capabilities and discuss potential collaboration opportunities. A2Tech, a spin-off company from Universiti Teknologi Malaysia (UTM), specializes in integrated security systems, smart monitoring, and intelligent solutions. Its core expertise lies in Artificial Intelligence (AI), the Internet of Things (IoT), and robotics, which are leveraged to provide advanced security and monitoring solutions for both government and commercial sectors.

TDA identified several key areas for potential collaboration, including the adoption of AI, IoT, and robotics technologies to strengthen national monitoring and security capabilities; collaboration on research and development (R&D) initiatives for next-generation monitoring systems, robotics, and other security technologies; as well as the implementation of joint feasibility studies, particularly for projects related to national border control, to explore innovative technology solutions.

This visit provided TDA with valuable insights into A2Tech’s advanced technological capabilities and highlighted promising opportunities for mutually beneficial collaboration.

Delegasi daripada TDA-IAD telah mengadakan lawatan ke Emtex CTX Sdn. Bhd. dan Metro System Academy (MSA) UTHM. Tujuan utama lawatan ini adalah untuk meninjau keupayaan syarikat serta mengadakan perbincangan terperinci berkenaan cadangan projek yang dibentangkan.

Emtex CTX merupakan syarikat spin-off daripada Universiti Tun Hussein Onn Malaysia (UTHM) yang mengkhusus dalam penyediaan perkhidmatan kepada sektor awam, kerajaan dan swasta. Kepakaran syarikat ini merangkumi pembekalan dan pemasangan peralatan ujian industri Elektromagnetik (EM), Frekuensi Radio (RF), serta pengukuran Keserasian Elektromagnetik (EMC) khusus untuk industri rel. Emtex CTX turut terlibat dalam beberapa projek di Malaysia, termasuk perkhidmatan perundingan dan ujian bagi sistem isyarat serta komunikasi rel.

Dalam perbincangan mendalam mengenai cadangan projek mereka, pasukan TDA-IAD telah mengenal pasti beberapa bidang utama untuk potensi kerjasama, antaranya: memaksimumkan kandungan tempatan melalui sokongan perkhidmatan perundingan tempatan, pembangunan modal insan melalui pelaksanaan program kursus pendek bagi meningkatkan kemahiran tenaga kerja, serta penambahbaikan fasiliti ujian rel sedia ada bagi menyokong ujian rel yang lebih maju.

Engagement ini memberikan TDA pandangan berharga mengenai potensi Emtex CTX dan telah mengenal pasti peluang kerjasama yang saling menguntungkan.

Kedah, July 2025 – Collaboration with MAHB Langkawi on Baggage Handling System Procedures

A courtesy visit was made to the Manager of Langkawi International Airport, followed by a site tour to review the airport’s baggage handling system. The visit aimed to explore best practices that can be adapted for implementation at Kuala Kedah Jetty.

The session focused on gaining insights into workflow management, equipment utilization, and coordination processes, particularly in handling different categories of baggage. The observations highlighted distinct procedures for regular baggage, oversized items, and special categories such as sports equipment. Each category involved tailored processes in labeling, security screening, and either manual or automated transfer.

Through this engagement, Kuala Kedah Jetty is setting a target to achieve an On-Time Performance (OTP) of 15 minutes from baggage drop-off to vessel loading. The insights gathered will serve as a key reference in developing a more efficient and effective terminal management framework moving forward.

A PBC workshop was held with officers from the Royal Malaysian Customs Department (RMCD) to exchange views and provide valuable input in the effort to produce a sustainable and effective Performance Management Framework (PMF).

The workshop aimed to develop a competitive and suitable PMF for the implementation of the Procurement of Hardware Maintenance Services, MYGST System Maintenance, and Software License Renewal for the year 2025.

TDA is pleased to organize this session and hopes that close collaboration with RMCD will continue to ensure the successful implementation of PBC contracts.

Negeri Sembilan, July 2025 – PMF Development Workshop with the Royal Malaysian Customs Department (RMCD)

The Performance Based Contract (PBC) Workshop brought together officers from the Royal Malaysian Customs Department (RMCD). This session served as a platform for sharing ideas and valuable input in the effort to develop a sustainable and effective Performance Management Framework (PMF).

The main focus of the workshop was to develop a competitive and relevant PMF for the implementation of Comprehensive Maintenance Services for 14 units of BBScan Cargo Scanners owned by the Royal Malaysian Customs Department (RMCD).

TDA hosted this session, and through close collaboration with RMCD, will continue to be a catalyst for the successful implementation of the PBC contract. Together, we can create a positive impact on the transformation of government procurement.

Site visit to Labuan Shipyard & Engineering Sdn Bhd

Ceremony of Certificates of Appreciation for the Industrial Collaboration Programme (ICP)

A joint site visit was conducted by representatives of Technology Depository Agency (TDA) Berhad Unit IMU, IAD, and PDRM to the Labuan Shipyard & Engineering Sdn Bhd (LSE) facility, the ICP provider under the ICP Mothership program, located in W.P. Labuan. The main objective of the visit was to assess the technical and operational capabilities of LSE and explore the potential for ICP collaboration with stakeholders.

LSE is strategically located on a 60-acre site within the Victoria Harbour area, Labuan Island, and is located in the Asia-Pacific maritime corridor. The company plays a key role in shipbuilding, ship repair, and infrastructure fabrication for the oil and gas industry.

Several initiatives have been identified as key focuses for future implementation, namely: (1) Vendor Development Program (VDP) to support the growth of local industry players; (2) Improvement of training equipment at PULAMAR such as engine refit, steering gear system, and HVAC system; (3) Digitalization of training modules at PULAMAR; (4) Collaboration with Bagan Datuk Polytechnic (PBD) in providing technical short courses such as welding and electricity for PPM; (5) Development of PDRM competencies through undergraduate and IR programs; (6) Industrial placement for PBD and PULAMAR lecturers at LSE; and (7) Industrial training for students at LSE.

Putrajaya, August 2025 – PP/PK 1.8 PBC Knowledge Sharing Session with MOF

A Knowledge Sharing Session (KSS) on PP/PK1.8 and Performance-Based Contract (PBC), jointly organized by the Accreditation & Training Unit and the K-KP3 sector, was held at the Ministry of Finance (MOF).

The main objective of this KSS was to provide exposure to officers from the respective sectors on P.K 1.8 – the policy and guidelines for the implementation of performance-based contracts (PBC) as well as the methods of applying them in Government procurement. The program involved the participation of officers from various sectors within the Government Procurement Division (BPK) and several agencies under MOF.

This KSS marks the first of its kind organized by the PBC team with the support of the Corporate Business Division (CBD) of TDA, involving cross-sector collaboration and engagement within the BPK MOF. This initiative is also seen as an initial step towards the integration of PBC implementation across all MOF sectors to strengthen effectiveness and alignment in Government contract management throughout the public sector.

Ceremony of Certificates of Appreciation for the Industrial Collaboration Programme (ICP)

4th July 2024, the Ministry of Home Affairs (KDN), in collaboration with Technology Depository Agency (TDA) Berhad, held a Presentation Ceremony of Certificates of Appreciation for the completion of the Industrial Collaboration Programme (ICP) KDN to companies that successfully implemented the ICP Programme under KDN contracts for the years 2015 to 2021.

The ceremony aimed to recognise the efforts and commitment of the companies involved in the successful implementation of the ICP Programme, while also demonstrating that KDN takes the execution and completion of the ICP Programme by the involved companies seriously in supporting government policies and directives.

The ceremony involved seven (7) supply/service contracts as follows:

  1. ICT Main Business System (SBU) Contract: Heitech Padu Berhad
  2. Monitor, Control and Analysis System (MCAS): Commercial Circle (M) Sdn Bhd
  3. Police Crime Investigation Response System (PCIRC) Phase II Contract: Aspek Tumpuan Sdn Bhd
  4. Six (6) Patrol Vessels (NGPC): Destination Marine Services (DMS) Sdn Bhd
  5. Two (2) Medium Category Helicopters (AW139): Galaxy Helicopter (M) Sdn Bhd
  6. Special Project for the Integrated Investigation Team (PKSB): Commercial Circle (M) Sdn Bhd
  7. Raw Cards and Consumables for MyKad: Datasonic Technologies Sdn Bhd (DTSB)

The brief ceremony was officiated by YBhg. Datuk Hj. Ruji bin Hj. Ubi, Secretary General of KDN, accompanied by Tuan Haji Khairuddin bin Bakar, Procurement Division Secretary of KDN, Mr. Fakhrunrozi bin Jamaludin, Deputy Secretary of Government Procurement Division, Ministry of Finance Malaysia (MoF), and Dr. Sharoul bin Jambari, Chief Executive Officer of TDA Berhad. The ceremony also served as a platform to acknowledge the achievements of the companies in the ICP Programme, which indirectly benefit the country’s economic and technological growth.

YBhg. Datuk Secretary General of KDN also expressed his hope that the success of these companies would inspire the local industrial community to participate in driving continuous innovation and development for a brighter future of Malaysia in the upcoming ICP Programmes.

Collaborative Research Initiative Aims to Enhance ESG Practices in Sabah’s Maritime Industry

Technology Depository Agency Berhad (TDA) has launched an initiative through the Industrial Collaboration Programme (ICP) to spearhead research and development efforts focused on a Framework for Environmental, Social, and Governance (ESG) in the Sabah Maritime Industry. This endeavor aims to modernise methods for evaluating corporate risk, meeting contemporary investors’ needs. The ESG Framework serves as a pivotal tool for investors to assess companies, analysing material risks and growth opportunities before making investment decisions.

In recent years, the maritime industry has faced various challenges, prompting increased emphasis on ESG practices and scoring accuracy. This scrutiny is essential to attract investors and meet stakeholders’ expectations. The maritime sector, characterised by its diverse players and roles, poses a unique challenge in developing a unified ESG Framework suitable for all stakeholders. Despite their interconnectedness, each player in the sector fulfills distinct roles across various activities.

This research project, undertaken in collaboration with Universiti Utara Malaysia (UUM), Sabah Ports Sdn Bhd (SPSB), and Lembaga Pelabuhan – Pelabuhan Sabah (LPPS), aims to develop three design policies for ESG performance tailored to the Marine Sector, including the Shipping Industry, Port Industry, and Marine Industry. The research will employ a quantitative-qualitative approach, focusing on the Malaysian Maritime Industry.

Two main activities are planned as part of this initiative. TDA hopes that the developed framework and report findings will serve as valuable references for the future of ESG in the maritime sector.
