Advancing Procurement Practices: Royal Malaysian Navy (RMN) and TDA Join Forces for Performance-Based Contracting Success

A briefing session on the Policy and Guidelines for Performance-Based Contract (PBC) Implementation in Government Procurement was held in collaboration with the Royal Malaysian Navy (RMN).

The participants of the briefing session consisted of four divisions from the Navy Headquarters, namely the Planning and Development Division, Contract Management Division, Engineering Division, and Material Division. The TLDM delegation was led by Captain Mohaizah binti Mohamed, the Director of Contract Management.

A Q&A session regarding TLDM procurement and PBC was also conducted to ensure the program’s objectives were achieved and compliance with PP/PK 1.8 could be implemented. TDA is delighted to have organized this briefing session and looks forward to future cooperation between RMN and TDA

CAAM and TDA Empower MRO Contracts with Performance-Based Approach

A workshop on Performance-Based Contract (PBC) was conducted in collaboration with the Civil Aviation Authority of Malaysia (CAAM) to develop the Performance Management Framework (PMF) for Maintenance Repair Overhaul (MRO) contracts.

The PBC workshop was attended by officers representing various departments within CAAM, with the aim of gathering input and important information related to the implementation of the contracts. This workshop is part of the PMF development process, which involved comprehensive bilateral discussions between TDA and CAAM as the contract administrators.

The extensive involvement, cooperation, and commitment from CAAM have resulted in an optimal agreement to ensure the smooth and effective implementation of the PMF development.

MOHA and TDA Foster Collaboration for Performance-Based Contract Success

The Performance-based Contract (PBC) Policy & Guideline Briefing session with the Management representatives from the Ministry of Home Affairs (MOHA) and its agencies was held recently in Putrajaya together with the presence of Government Procurement Division, Ministry of Finance Malaysia and TDA’s PBC Centre of Reference (CoR).

MOHA delegation, led by Mr. Mohd Yusri bin Yusof @ Jusoh, the Deputy Secretary-General of Procurement Division, MOHA also include representatives from Malaysian Maritime Enforcement Agency (APMM), the Malaysian Immigration Department (JIM), the Malaysian Prison Department, the Eastern Sabah Security Command (ESSCOM), and the Malaysian Volunteer Department (RELA).

Two presentations were conducted, namely the Briefing on PP/PK 1.8: Policy and Guidelines for PBC presented by Colonel Wan Rohizan bin Hassan, representing the MOF and the Briefing on PBC Implementation Methods in Government Procurement by Mohammad Hafiz Othman from TDA. At the end of the briefing, a Q&A session related to KDN procurement and PBC was held to ensure the program’s objectives were achieved and compliance with PP/PK 1.8 could be implemented.

TDA is delighted to have organized this briefing session and hopes that the cooperation between MOHA, its agencies, and TDA can be further strengthened to ensure smooth implementation of contracts through PBC.

The commencement of YB Sim’s tenure was celebrated with an insightful TDA sharing session with Senior Management of TDA with regard to the Industrial Collaboration Program (ICP) and Performance Based Contract (PBC) for Government Procurements. During this session, YB Sim provided valuable insights, clarifying the responsibilities of each division within TDA and reinforcing the agency’s commitment to achieving excellence in technological innovation and collaboration.

Dr. Sharoul Jambari shared valuable insights about Malaysia’s Industrial Collaboration Program (ICP) Policy and Guideline for Government Performance. This caught the attention of industry leaders and experts from all over the world. Dr. Jambari explained the fundamental principles and the potential for positive change that Malaysia’s ICP offers. He gave a detailed overview that the audience found engaging.

Bringing Life to KTMB’s Strategic Asset: Impact Analysis

Remanufacturing of KTMB’s ETS-04 Accident Train by SMH Rail Sdn Bhd

Leveraging on local capabilities to extend life of Government’s strategic asset

22nd February 2023 – TDA was present in a ceremony held at SMH Rail’s internationally certified rolling stock manufacturing plant in Rasa, Selangor to witness the completion of the remanufactured ETS-04 (SCS trains) to KTMB. KTMB was represented by its Chief Technical Officer, Ir. Ahmad Nizam. The remanufactured ETS-04 train will be sent to Batu Gajah depot for final testing and commissioning.

SMH Rail, Malaysia’s rolling stock manufacturer and engineering service provider for the global markets was awarded the contract by KTMB to remanufacture the accident ETS-04 train. The project of this nature was indeed challenging at the time when Covid-19 was at its peak with strict movement restrictions in place. Furthermore, supply chain system was severely affected, as delivery of critical parts and components from the various suppliers (local and overseas) were disrupted.

This project is technically complex, as it requires intensive technical knowledge on structural engineering wherein rigorous works were carried out in the design development and re-engineering to meet the stringent standard requirements of KTMB. TDA is pleased to note based on feedback from KTMB, SMH Rail during the course of the project has improvised and developed several assembly and testing procedures such as 3D modeling, cable testing protocols and redesigned critical parts and components that are obsolete. These value added services have undergone validations and certifications from professional entities. In addition, SMH Rail supported local vendors for the supply of the various components and services which increased local content.

The successful completion of this technically challenging remanufacturing project and the extensive technical collaboration between KTMB and SMH Rail marked an important milestone in the local rail industry. This collaboration is a testament to the technical competencies and capabilities of locally homegrown companies to undertake heavy repair and remanufacturing works of future rolling stock. The support rendered by local companies will be critical for the long-term maintenance of Government strategic asset.

SMH Rail was a beneficiary under TDA’s Industrial Collaboration Programme (ICP), which enabled SMH Rail to acquire technology transfer and enhancing technical know-how. Equipped with these competencies, SMH Rail successfully manufactured and delivered driverless metro cars under the Mass Rapid Transit (MRT) projects for the Sungai Buloh-Kajang (SBK) and Sungai Buloh-Serdang-Putrajaya (SSP) lines. Both projects were delivered ahead of schedule resulting in cost savings for the government.

Successful collaborations with global OEMs in the likes of Siemens AG, Hyundai-Rotem Company and Wabtec for the manufacturing and assembly of metro trains and diesel electric locomotives has propelled SMH Rail into a leading rolling stock manufacturer in the region and enabled the company to secure global projects such as the Mumbai monorail in India and the World Bank funded project of diesel electric locomotives for Tanzania Railways.

TDA Aims to Strengthen Collaboration with Sarawak Federal Secretary

Technology Depository Agency (TDA) delegation, led by the CEO, paid a courtesy visit to the Secretary of State for Sarawak, YBrs. Tuan Ahmad Nadzri Mohd Hassan, at the State Secretary’s Office in Sarawak. During the meeting, both parties had a productive discussion regarding the TDA’s role in implementing the Industrial Collaboration Program (ICP) and Performance-Based Contracting (PBC) in collaboration with the State Government.

TDA expressed its gratitude to YBrs. Tuan Ahmad Nadzri Mohd Hassan for his time and valuable information shared during the visit. It is hoped that in the future, closer cooperation can be established between TDA and the Sarawak State Government.

The visit highlights TDA’s commitment to strengthening its partnerships with government bodies to further drive the development of local industries and talent through various programs and initiatives.

Collaboration Opportunities to Enhance Healthcare Procurements

Technology Depository Agency (TDA) delegation led by Ir. Ts. Mohd. Razif Samsudin, Head of Industry Intelligence Department under Industry Advisory Division (IAD) has visited Clinical Research Malaysia (CRM). The visit aims to learn more about CRM processes in facilitating clinical trial studies in Malaysia as well as potential industry collaboration for future procurements related to healthcare.

The areas that CRM is currently focusing on are mainly related to clinical trial processes as well as training and raising awareness on the benefit of conducting clinical trials in Malaysia. Based on the discussion, some suggestions have been given for CRM to consider that can be leveraged in the ICP Programme to cater their current gaps in the related focus area.

Overall, this participation has given tremendous insight into the significance of clinical trials for patient care as well as Malaysia’s economic development. In the future, TDA will hold engagement meetings with CRM to discuss potential collaborations and partnerships that can benefit the industry and nation

Technology Depository Agency (TDA) recently paid a courtesy visit to the Petroleum Sarawak Berhad (PETROS) headquarters in Kuching, Sarawak. During the meeting, TDA CEO Dr. Sharoul Jambari met with PETROS Group CEO Janin Girie to introduce both organizations and discuss potential collaboration.

JPJ’s New Procurement Process Set to Benefit From Industrial Collaborations Program (ICP)

The Digital Technology Division of JPJ in Cyberjaya recently hosted a briefing session on the Industry Collaboration Program (ICP) and the IRD requirements for the new JPJ procurement. This session was chaired by Pn Adilah binti Hj Abdullah, and representatives from the Technology Depository Agency (TDA) were in attendance to provide an explanation of the ICP and its IRD requirements.

During the session, TDA  provided a detailed explanation of the ICP and how it would benefit the new JPJ procurement. TDA expressed gratitude for the opportunity to participate in the initiative and is hopeful that the successful implementation of ICP would have a significant impact on the country.

The procurement process is crucial for JPJ as it involves the acquisition of essential tools and equipment to support their operations. By implementing ICP under this new procurement, JPJ hopes to not only acquire the required equipment but also foster collaborations with global players to develop innovative solutions that can benefit the country. It is hoped that the successful implementation of ICP would contribute towards achieving the government’s vision of building a robust, high-tech ecosystem in Malaysia.
