MMEA-ICP Impact Analysis

MMEA-ICP increases local capability in the marine industry.

MMEA Industrial Collaboration Program (ICP) is a program under Procuring Agency Ministry of Home Affairs (MOHA). The ICP Provider for this program is Destination Marine Service Sdn. Bhd. The ICP duration for this program is 66 Months. This program has been successful in addressing the government’s initiatives to enhance local capability in Ship Building and Ship Repair (SBSR).

Under this program, there are three projects which are, Collaboration with UTM MTC, Domestic Direct Investment, and Training & Human Capital Development. Through this program, the government has saved RM26 million in human capital development spending. UTM MTC can now perform ship model making and testing, as well as research and development in various areas of marine technology, through ICP. Through industrial training, three students from UiTM, IKBN, and RENACO acquire human capital development.

In addition, this program gives added value in upgrading UTM MTC capabilities to conduct R&D projects in various fields of marine technology. It also reduces the national cash outflow of RM13 million for 150 models. Other than that, the learning process has been reduced from 12 months to 6 months of training duration and saved RM63k in training costs. The DMSB’s investment in upgrading its facilities has created a business opportunity worth RM600 million for ten (10) years.

These initiatives can lead to increased competitiveness, cost savings, and economic growth in the marine industry.

TDA’s Corporate Social Responsibility Program Brings Joy to 50 Orphans This Eid Al-Fitr

Subang Jaya, 18 Apr 2023 – Riang Raya TDA, a corporate social responsibility
programme organized by Technology Depository Agency Berhad (TDA), celebrated the
upcoming Hari Raya Aidilfitri by treating 50 orphans from Pusat Jagaan Baitul Hidayah to
new outfits and other necessities for the festive celebration. The shopping spree was held
in collaboration with Mydin Mall in USJ.

“As part of TDA’s effort to be more inclusive of the community and embody the spirit of MADANI, we are grateful to have the opportunity to give, share and spread a cheerful Hari Raya excitement,” said Dr. Sharoul Jambari, CEO of TDA. “We hope that with this small gesture, they can have an enjoyable Raya celebration just like any other children in Malaysia.”

The children, ranging from the age of eleven to sixteen years old, were attended by TDA volunteers during the shopping session. Being in the less fortunate position of not having their parents around, these children were looking very cheerful to be able to buy new Rata outfits.

The interaction fostered by the volunteers was also met with warm welcome by the children. This CSR programme highlights the value of compassion (Ihsan) that will eventually set a stronger foundation as a society to strive to be a civilized nation characterized by inclusivity and tolerance.

TDA, being the authority for Industrial Collaboration Programme (ICP) and Performance Based Contract (PBC) Policies under the Ministry of Finance has always been a significant counterpart between the government and the industry.

As part of the key players in ensuring value-add to strategic procurements, TDA is not only focusing at development of the industry, but we are also focusing on the well-being of the society that can be improvised through the policies.

TDA and MOH Forge Ahead with ICP Implementation, Propelling Healthcare Services to New Heights

TDA delegation paid a courtesy visit to YBhg. Datuk Dr. Muhammad Radzi bin Abu Hassan, the Deputy Director General of Health (Research and Technical Support) in Putrajaya. YBhg. Datuk Dr. TKPK (P&ST) is a senior medical consultant specializing in gastroenterology and hepatology, and has previously served as the Head of Clinical Research Centre at Hospital Sultanah Bahiyah.

The TDA team had the opportunity to provide an explanation on the Industry Collaboration Program (ICP) and the ICP programs that are currently being implemented at the Ministry of Health Malaysia (MOH).

YBhg. Datuk Dr. TKPK (P&ST) welcomed and supported the implementation of the ICP Program at the MOH level. Among the main discussions were regarding the Healthcare Digital Transformation of MOH through the ICP platform, which would help optimize the potential achievable with the proposed ICP projects, which would assist MOH in optimizing the delivery of healthcare services to the public.

Track 3B Program Impact Analysis

Track 3B Program Impact Analysis

Clean Coal-Fired Power Plant Track 3B is the project under procuring agency Jimah East Power Sdn. Bhd. (JEP). The ICP provider for this project is Toshiba Energy Systems Solutions Corporation (TESSC). The ICP duration for this program is 72 Months. This program addresses two ICP categories: Transfer of Technology and Human Capital Development. One of the highlights of this project is the acquisition of the Hide Fidelity Coal Fired Supercritical simulator received through this project is considered an exceptionally high-impact project from an industry perspective. This simulator, which is the only clean coal-fired plant simulator in the country, will be entirely operated by Malaysians with the cost of RM9.6 million borne by the provider as part of their obligation under ICP.

This program also includes three offset projects under this ICP Program, the supply of simulators, the transfer of technology (TOT) to TNB REMACO and TNB ILSAS, and human capital development (HCD) through the use of simulators by local institutes to conduct training and learning sessions on the operation and control system of coal-fired power plants.

This new capability is expected to result in a reduction of operation and maintenance costs by 10% to 15%, which amounts to nearly RM500k over the next decade. As for Human Capital Development, 30 students from UiTM, Politeknik, and UNITEN have received hands-on training worth RM365k. This valuable experience could reduce their learning curve by roughly 50% (from 12 months to an average of 6 months) when they begin their careers, which would be beneficial for both the industry and the country. By shortening the learning process, the project can also save the organization RM0.7 million in training costs. This is a direct cost saving for the organization and can contribute to the overall financial health of the company.

In addition, the government also has saved RM10 million in costs for human capital development through the following initiatives: The development of a High Fidelity Coal Fired Supercritical simulator, which includes software, hardware, accessories, and related facilities. Training for local industries in the development, operation, and maintenance of the simulator. Training for local universities and institutions on the functionality of the simulator. Hence, these projects have the potential to deliver significant benefits for the organization, including cost savings, improved efficiency, and better performance.

A Courtesy Visit From Sabah Economic Development and Investment Authority (SEDIA)

Technology Depository Agency (TDA) hosted an ICP Committee (IC) Meeting on 3rd February 2023 whereby  Sabah Economic Development and Investment Authority (SEDIA) delegation, led by Chief Executive of SEDIA, YBhg. Datuk Seri Panglima Hj Hashim Paijan, were in attendance together with the Ministry of Finance and TDA-ICP Management Unit (IMU). The meeting aimed to monitor the overall implementation of the Expansion of Sapangar Bay Container Port (SBCP) ICP Program and ensure its holistic benefits towards Sabah.

 

During the meeting, it was concluded that the SBCP ICP Program has committed to 100% mandatory ICP Credit Value within the stipulated time as required by the First Tier ICP Agreement. Currently, there are 15 project initiatives involving investment, human capital development, and subcontracting works that will be implemented and benefit state agencies, higher learning institutions, local industry players, and more.

 

TDA will continue to play a key role in supporting the Government of Malaysia and Sabah’s state initiatives and oversee the project. The success of the SBCP ICP Program showcases the potential benefits of implementing ICP in government procurement projects and highlights the importance of collaboration between different organizations to achieve common goals

Secretary General Ministry of Home Affairs – TDA

Technology Depository Agency (TDA) had a productive courtesy visit with the Secretary General of the Ministry of Home Affairs (KDN), YBhg. Datuk Haji Ruji Bin Haji Ubi last 23rd February 2023. The aim of the meeting was to discuss the implementation of the Industrial Collaboration Program (ICP) in government procurement and establish continuous collaboration between TDA and KDN to ensure the successful implementation of ICP in the future.

The discussion covered potential opportunities for local participation in government procurement projects, transfer of technology and knowledge to local companies, and the creation of local jobs, leading to the development of local expertise and capabilities. Through closer cooperation and collaboration, TDA and KDN can identify potential areas for local participation in government procurement projects, which will contribute to the growth of the local industry and the development of local expertise and capabilities, ultimately leading to a more robust and sustainable economy.

The meeting is a crucial step towards achieving the goals of ICP and demonstrates the commitment of both organizations to work together towards successful implementation. TDA looks forward to continued collaboration with KDN and other government agencies to promote local participation in government procurement and support the growth of the local industry.

Briefing Session on Policy and Implementing Guideline for Performance Based Contract (PBC)

The Policy Briefing and Performance Based Contract Guidelines (PBC) in Government Procurement, held last 22nd March 2023 by the Ministry of Finance (MOF) and supported by Technology Depository Agency (TDA), was a successful event with around 200 attendees from various government agencies. The event featured informative sessions from Malaysian Fire and Rescue Department (JBPM) and Royal Malaysian Air Force (TUDM), who have successfully implemented PBC procurement with TDA in the past.

 

The briefing’s primary objective was to communicate the intentions, needs and importance of implementing PBC in government procurement. The event provided attendees with a platform to share their perspectives, inputs, and challenges related to PBC implementation, resulting in significant engagement and impact.

 

Moving forward, the TDA aims to leverage this briefing’s success to encourage other government ministries and agencies to participate in implementing PBC in their respective procurements. As the PBC Center of Reference (PBC CoR), TDA is confident that it can serve as a valuable resource for other agencies, providing guidance and support to enhance the effectiveness and efficiency of government procurement.

 

Overall, the Policy Briefing and Performance Based Contract Guidelines (PBC) in Government Procurement is an essential step towards improving procurement practices across the government. By implementing PBC, the government can ensure that it procures goods and services in the most cost-effective and efficient manner, ultimately leading to better outcomes for the public.

During the courtesy visit of Technology Depository Agency (TDA) to the new Chief Executive Officer of the Civil Aviation Authority of Malaysia (CAAM) last 21st February 2023, Dr. Sharoul Jambari congratulated Captain Norazman on his appointment as the new CEO of CAAM. The discussion also centered on the positive impact of implementing the Industrial Collaboration Program (ICP) in government procurement under CAAM and the potential implementation of Performance-Based Contracting (PBC) in future procurement.

 

The main objective of the meeting was to establish closer cooperation between TDA and CAAM to explore potential opportunities for local participation in government procurement projects. Through the implementation of ICP and PBC, both organizations can work together to transfer technology and knowledge to local companies, create job opportunities for Malaysians, and develop local expertise and capabilities. Such collaboration will ultimately lead to the growth of the local industry and the development of a robust and sustainable economy. Dr. Sharoul Jambari, the CEO of Technology Depository Agency (TDA), was invited to speak at Chulalongkorn University in Thailand last 16th February 2023 as a guest panel to share Malaysia’s Industrial Collaboration Program (ICP) framework. The event was attended by H.E Prof. Dr. Anek Loathamatas, the Minister of Higher Education, Science, and Innovation of Thailand.

 

During the session, Dr. Sharoul highlighted the importance of strategic procurement and industrial collaboration in driving economic growth and development. The audience was engaged and provided productive and positive feedback, recognizing the potential aspects of industrial collaboration that could encourage industrial development in Thailand.

 

TDA was delighted to be part of this event and would like to express gratitude to Chulalongkorn University for the invitation. TDA also looks forward to hosting their visit to Malaysia in the near future, where they can learn more about Malaysia’s success in implementing ICP and exchange ideas to drive further growth and development in both countries.

ICP & PBC Briefing at Sidang Laksamana APMM 

Johor, 9th March 2023 – A briefing session on the implementation of the Industrial Collaboration Program (ICP) and Performance Based Contract (PBC) was held during the 2nd Admiral APMM Meeting 2023 in Desaru, Johor.

The session was chaired by Rear Admiral (M) Datuk Saiful Lizan Bin Ibrahim, the Deputy Director-General of Malaysia Maritime Enforcement Agency.

During the session, En. Mohd Nazmi Mohd Nur, Senior Manager of the Strategic Communication Unit, shared informative and insightful presentations on ICP implementation and capacity building for enforcement agencies, which is supported by PBC.

It is hoped that this briefing session will benefit the maritime industry and encourage collaboration between the two parties to enhance enforcement capabilities. By sharing valuable knowledge and expertise, Malaysia can strengthen its maritime industry and build a more secure and prosperous nation.
